The Town of Richwood met for a Regular Meeting held September 20, 2018 at 7:00 p.m. at the Richwood Multi-Purpose Center, 2710 Martin Luther King Drive, Richwood, Louisiana to consider the following business:
I. Meeting Called to Order by Mayor Gerald Brown at 7:02 p.m.
II. Prayer- was offered by Mayor Gerald Brown
III. Pledge of Allegiance – recited in unison
IV. Roll Call- Mayor Gerald Brown called roll with the following results: (5) Board Members Present

* The record shall reflect (5) Alderpersons present at roll call

V. Adoption of the Agenda- It was motioned by Alderperson Donald Richard and seconded by Alderperson Janice Fleming to adopt agenda as presented.

* The record shall reflect a vote was taken to adopt the agenda as presented with the following results: All (5) Alderpersons present voted YES to Adopt the agenda as presented.

VI. Adoption of August 16, 2018 and September 6, 2018 Minutes-

* It was motioned by Alderperson Simeon Profit and seconded by Alderperson Janice Fleming to adopt the August 16, 2018 and September 6, 2018 minutes

* The record shall reflect a vote was taken with the following results:

VII. Financial Report-

Alderperson Leola Keys- inquired what was the posting shown for Greater Ouachita Water on page 2 and again on page 3 showing $ posting shown on page 2
Tanisha Jolla (Fiscal Officer)- advised the amount showing on page 2 was referencing funds received from Greater Ouachita Water in July in excess of $6,000 dollars of which part of the funds should have been for the City of Monroe, and after confirming that information the Town of Richwood reimbursed that amount.
Alderperson Leola Keys- inquired of the amount paid the Town’s Attorney, Jay Nolen.
Tanisha Jolla (Fiscal Officer) – advised the payment is disbursed upon receipt of an invoice from Attorney Nolen.

* It was motioned by Alderperson Simeon Profit and seconded by Alderperson Donald Richard to accept the Financial Report as presented.

* The record shall reflect a vote was taken to adopt the Financial Report as presented with the following results: All (5) Alderpersons present voted YES to Adopt the Financial Report as presented.

VIII. Public Comments as They Relate to Items on the Agenda:

IX. Auditor Joseph Akanji- (Update/Information on Audit)
Mr. Joseph Akanji- addressed the forum and advised of the status of the audit was now complete and shows as a clean audit.
Mr. Joseph Akanji- stated to the forum there has been some changes in the required Legislative of Auditors audit process, which has added the requirement of agreed upon procedures.
Alderperson Janice Fleming- inquired as to why the audit was previously late?
Mayor Gerald Brown- advised the lateness of the previous audit was more so based on the new procedure requirements and working out the agreed upon procedures.
X. Adoption of Resolution 2018 (A Resolution Authorizing the Mayor to complete the Louisiana Attestation Questionnaire)

* It was motioned by Alderperson Wysinger Cleveland and seconded by Alderperson Donald Richard to adopt Resolution 2018-13.
* The record shall reflect a vote was taken with the following results: (5) yea votes to adopt Resolution 2018 (A Resolution Authorizing the Mayor to complete the Louisiana Attestation Questionnaire)

XI. Chief Dialogue:
Chief Cleveland- addressed the forum and advised he wanted to address club closing time with the Board.
Chief Cleveland- advised there has been several fights occurring at the clubs and he would like, with an extremely bad fight which occurred last week, and he felt it would benefit the Town to change the closing time of all establishments, clubs, restaurants etc. back to 2:00 a.m.
Mayor Gerald Brown – stated just to add to what the Chief was stating, Monroe and the surrounding areas have a 2:00 a.m. closure, and what the Chief feels with our limited amount of police staff, and an increased number of people coming to our establishments because they are still open after these areas close, that some of these incidents which has happened is due to the closure time, and what the Chief is wanting us to review see if it is advantageous for us, and follow suit with what Monroe has done and close our clubs at 2 o’clock, and not to mis- quote the Chief, but all establishments which serve alcohol would be closed at 2:00 a.m.
Alderperson Wysinger Cleveland- stated during Mr. Walkers time in Richwood, there were many criteria enforced by Mr. Walker as for as requirements for establishments to operate, and with the requirements met by the bars etc. he felt they should now be allowed to operate, and to change the requirements to close when they have met the requirements hurts the establishment owner.
Mr. Ward (Public Attendee) – expressed to the forum the Town was earning money from the extended 3:00 a.m. closing time and to change the time to 2:00 a.m. would take money the Town was receiving.
Jay Nolen (Town’s Attorney)- addressed the forum and advised regarding clarification of restaurants and bars, restaurants do not charge cover charges, and although the Town receives an initial tax from wholesale purchases of alcohol by the establishment owner, it does not receive taxes on sales of alcohol within the establishment, however they do receive sales tax from food sales.
There was a floor discussion as to revisiting the criteria specified in the ordinance and the requirements specified for restaurants and bar establishments, designating the times of operation.
Mayor Gerald Brown- addressed the Board and inquired as to what tweaks the Board wanted him to make to this ordinance regarding establishments and closing times?
Board Members – indicated they wanted specified regarding security requirements and closure times.
* It was motioned by Alderperson Donald Richard and seconded by Alderperson Janice Fleming to revisit the ordinance on club time to close.

XII. Adjournment- It was motioned by Alderperson Richard and seconded by Alderperson Profit to adjourn the meeting @ 8:17 p.m.
